fa شناسایی و واکاوی دانش و فناوری‌های بومی توزیع آب سازگار با بیابان (مطالعه موردی: شهرستان سمنان)‌ تخصصي Special پژوهشي Research <span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:106%"><span b="" mitra="" style="font-family:"><span style="color:black">در پهنه‌های خشک و نیمه‌خشک ایران، نظام‌های بومی مدیریت و توزیع آب، نقشی بنیادین در تداوم حیات و استقرار سکونتگاه‌ها ایفا کرده‌اند. شهرستان سمنان با برخورداری از سامانه سنتی و پیچیده توزیع آب رودخانه گل‌رودبار، نمونه‌ای شاخص از این دانش بومی به شمار می‌آید. این نظام که بر نوبت‌بندی دقیق، دانش محلی و سازوکارهای مهندسی ساده‌لیکن کارآمد استوار است، آب را از طریق آب‌پخش‌کن موسوم به &laquo;پارا&raquo; و مجموعه‌ای از برجم‌ها یکنواخت ساخته، سپس بر پایه سهام استخرهای شش‌گانه شهر، از راه شبکه نهرها توزیع می‌کند. مدیریت این سامانه با مشارکت اجتماعی و به واسطه نقش‌هایی چون پارابان، رئیس رودخانه، قانون‌دار و استخربان اعمال می‌شود که هر یک در جهت حفظ عدالت در توزیع و کاهش هدررفت آب وظایف مشخصی بر عهده دارند. در کنار این کارکردهای مدیریتی، عناصر کالبدی نظیر استخرها، نهرها، نیزارها و باغ‌راه‌ها به شکل‌گیری منظر فرهنگی ممتازی در شهر انجامیده‌اند. پژوهش پیش‌رو با هدف شناسایی و واکاوی دانش و فناوری‌های بومی توزیع آب در سمنان، نشان می‌دهد که این نظام سنتی، الگویی موفق از سازگاری انسان با کم‌آبی و محیط‌های بیابانی است و می‌تواند برای رویکردهای نوین مدیریت پایدار منابع آب الهام‌بخش باشد.</span></span></span></span> <span style="font-size:9.0pt"><span style="line-height:106%"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-.1pt">In the arid and semi-arid regions of Iran, indigenous water management and distribution systems have played a fundamental role in sustaining life and establishing settlements. Semnan County, with its traditional and sophisticated water distribution system of the Golrodbār River, exemplifies this indigenous knowledge. This system, built on precise scheduling, local expertise, and simple yet effective engineering mechanisms, distributes water evenly through a diversion structure called &ldquo;Pārā&rdquo; and a series of barjoms (regulators), and then allocates it based on the shares of the city&rsquo;s six reservoirs , via a network of nahr. The management of this system is conducted through social participation and specific roles such as Pārbān (water distributor), Ra&rsquo;īs-e Rudkhāneh (river chief), Qānūndār (law enforcer), and Estakhrbān (reservoir keeper), each responsible for ensuring justice in distribution and reducing water loss. Alongside these administrative functions, physical elements such as reservoirs, canals, reed beds (nīzār), and garden paths (bāgh-rāh) have contributed to the development of a distinguished cultural landscape in the city.
