fa موانع مشارکت پایدار جوامع روسـتایی در طرح های آبخیزداری تخصصي Special پژوهشي Research <span dir="RTL" lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:"><span style="color:black"><span style="letter-spacing:-.1pt">عوامل متعددی باعث عدم مشارکت مردمی در طرح‌های آبخیزداری می‌شوند که هدف از پژوهش حاضر شناسایی، طبقه‌بندی و نیز اولویت‌بندی آن‌ها در حوزه آبخیز بوشکان استان بوشهر از دیدگاه آبخیزنشینان و کارشناسان است. بدین‌منظور ابتدا این عوامل مشخص و طبقه&shy;بندی شد</span></span></span></span><span style="font-size:9.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black"><span style="letter-spacing:-.1pt">.</span></span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:"><span style="color:black"><span style="letter-spacing:-.1pt"> سپس پرسشنامه&rlm;های مقایسات زوجی و لیکرت به‌عنوان ابزار اندازه‌گیری تهیه و روایی</span></span></span></span> <span dir="RTL" lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:"><span style="color:black"><span style="letter-spacing:-.1pt">پرسش‌نامه‌ها مبتنی بر نظرات خبرگان تائید شد. پس از تکمیل پرسش‌نامه‌های تحلیل سلسله‌مراتبی توسط 34 کارشناس خبره، برای اولویت‌بندی شاخص‌ها، از فرآیند تحلیل سلسله‌مراتبی فازی استفاده شد. به‌منظور اولویت&rlm;بندی شاخص&rlm;ها و زیرشاخص&rlm;های مؤثر بر عدم مشارکت پایدار مردمی در طرح‌های آبخیزداری از منظر ساکنان حوضه، از پرسش‌نامه با طیف لیکرت به‌عنوان ابزار اندازه&rlm;گیری استفاده، و پس از سنجش روایی و پایایی پرسش&rlm;نامه نظرسنجی به عمل آمد. واحد نمونه، خانوار روستایی و به‌منظور محاسبه حجم نمونه از فرمول کوکران استفاده شد. بر پایه تعداد خانوار موجود در این دهستان (678 خانوار)، تعداد 245 پرسشنامه از سرپرست خانوار تکمیل شد. نتایج تحلیل سلسله‌مراتبی نشان داد که از منظر خبرگان شاخص طراحی و اجرای دارای بیش‌ترین و شاخص آموزشی و ترویجی دارای کم‌ترین اولویت است. هم‌چنین نتایج آزمون فریدمن بیان‌گر وجود اختلاف معنی‌داری بین عوامل مؤثر بر عدم مشارکت مردم در پروژه‌های آبخیزداری از منظر خبرگان است به‌طوری‌که زیرشاخص &quot;عدم آموزش ساکنان حوضه در خصوص طرح‌ها و اهداف مربوطه&quot; با میانگین رتبه 49/8 دارای بیش‌ترین اولویت نسبی و زیرشاخص &quot;دیر بازده بودن طرح‌های آبخیزداری&quot; با میانگین رتبه 06/4 دارای کم‌ترین اولویت نسبی در عدم مشارکت مردم در پروژه‌های آبخیزداری هستند. از دیدگاه جوامع محلی، زیرشاخص &quot;عدم آموزش ساکنان حوضه در خصوص طرح‌ها و اهداف مربوطه&quot; با میانگین رتبه 92/8 دارای بیش</span></span></span></span><span style="font-size:9.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black"><span style="letter-spacing:-.1pt">‌</span></span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:"><span style="color:black"><span style="letter-spacing:-.1pt">ترین اولویت نسبی و زیرشاخص &quot;نادیده گرفتن درآمد مردم به‌عنوان انگیزه‌ اقتصادی مستقیم در اجرای طرح‌های آبخیزداری&quot; با میانگین رتبه 18/4 دارای کم‌ترین اولویت نسبی در عدم مشارکت مردم در پروژه‌های آبخیزداری در حوزه آبخیز بوشکان هستند. </span></span></span></span> <pre style="text-align:justify"> <span style="font-size:9.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black"><span style="letter-spacing:-.1pt">Several factors can cause people&#39;s lack of participation in watershed management projects. The current research aims to identify, classify, and prioritize the Bushkan watershed in Bushehr province from the point of view of watershed residents and experts. For this purpose, these factors were identified and classified first. Then, paired comparison and Likert questionnaires were prepared as measurement tools, and the validity of the questionnaires was confirmed based on experts&#39; opinions. After completing the questionnaires, hierarchical analysis was used by 34 expert experts to prioritize the indicators, using the fuzzy hierarchical analysis process. In order to prioritize indicators and sub-indices affecting the lack of sustainable participation of people in watershed projects from the perspective of the watershed residents, a questionnaire with a Likert scale was used as a measurement tool. After measuring the validity and reliability of the survey questionnaire It came to fruition. The sample unit is a rural household, and Cochran&#39;s formula was used to calculate the sample size. Based on the number of households in this district (678 households), 245 heads of households completed the questionnaire. The results showed that in the Bushkan watershed, there is a difference between the views of experts and people regarding the indicators of people&#39;s non-participation, in such a way that the experts give the design-implementation indicator the first priority, while the people living in the watershed give the education and promotion indicator the best priority. The ranking results of the sub-indicators showed that both groups of experts and local communities believe that &quot;the lack of education of the watershed residents regarding the relevant plans and objectives&quot; is the main reason for the lack of participation of local people in watershed management projects.
