fa مقایسه عوامل موثر بر عدم مشارکت در طرح‌های آبخیزداری از دیدگاه جوامع محلی حوزه‌های آبخیز منتخب استان بوشهر Comparison of factors affecting non-participation in watershed management projects from the point of view of local communities in selected watersheds of Bushehr province تخصصي Special پژوهشي Research <div>عوامل متعددی باعث عدم مشارکت مردمی در طرح‌های آبخیزداری میگردد که هدف از پژوهش حاضر شناسایی، طبقه‌بندی و نیز اولویت‌بندی آنها در حوزههای آبخیز منتخب استان بوشهر از دیدگاه آبخیزنشینان و کارشناسان است. بدین ‌منظور ابتدا این عوامل بر اساس مرور منابع، پرسش از کارشناسان و نیز مراجعه به منطقه و مصاحبه حضوری با ساکنان و بهره‌برداران مشخص و طبقهبندی شد. در مرحله بعد، پرسش&rlm;نامه&rlm;های مقایسات زوجی و لیکرت به ‌عنوان ابزار اندازه‌گیری تهیه و روایی پرسش‌نامه‌ها مبتنی بر نظرات خبرگان تایید شد. در نهایت پس از تعیین حجم نمونه در هر حوضه توسط فرمول کوکران و تکمیل پرسش‌نامه‌ها، با کاربرد فرآیند تحلیل سلسله مراتبی فازی و نیز آزمون فریدمن، شاخص‌ها و زیرشاخصهای موثر بر عدم مشارکت پایدار مردمی در طرح‌های آبخیزداری حوزههای آبخیز استان بوشهر اولویت‌بندی شد. نتایج نشان داد که در هر چهار حوزههای آبخیز منتخب  استان بوشهر از منظر خبرگان، زیرشاخص "عدم آموزش ساکنان حوضه در خصوص طرحها و اهداف مربوطه" با میانگین رتبه 49/8 دارای بیشترین اولویت نسبی و زیرشاخص "دیربازده بودن طرح‌های آبخیزداری" با میانگین رتبه 06/4 دارای کمترین اولویت نسبی در عدم مشارکت مردم در پروژه‌های آبخیزداری هستند. از منظر جوامع محلی حوزه آبخیز کاکی، زیرشاخص "اختلافات قومی و محلی" با میانگین رتبه 77/8 دارای بیشترین اولویت نسبی و زیرشاخص "عدم استفاده از گروههای مروج بومی" با میانگین رتبه 32/4 دارای کمترین اولویت نسبی، از منظر جوامع محلی حوزه آبخیز بوشکان، زیرشاخص "عدم آموزش ساکنان حوضه در خصوص طرحها و اهداف مربوطه" با میانگین رتبه 92/8 دارای بیشترین اولویت نسبی و زیرشاخص " نادیده گرفتن درآمد مردم  به عنوان انگیزهی اقتصادی مستقیم در اجرای طرحهای آبخیزداری" با میانگین رتبه 18/4 دارای کمترین اولویت نسبی، از منظر جوامع محلی حوزه آبخیز سمل آبکره، زیرشاخص "عدم توجه به نیروی محلی در اجرای پروژهها" با میانگین رتبه 8/8 دارای بیشترین اولویت نسبی و زیرشاخص " اختلافات قومی و محلی" با میانگین رتبه 25/4 دارای کمترین اولویت نسبی و از منظر جوامع محلی حوزه آبخیز سنا، زیرشاخص "عدم استفاده از گروههای مروج بومی" با میانگین رتبه 82/8 دارای بیشترین اولویت نسبی و زیرشاخص "پایین بودن سطح سواد و آگاهی" با میانگین رتبه 27/4 دارای کمترین اولویت نسبی در عدم مشارکت مردم در پروژه‌های آبخیزداری می‌باشند.</div> Several factors cause people's lack of participation in watershed management projects, the purpose of this research is to identify, classify and prioritize them in selected watershed areas of Bushehr province from the point of view of watershed residents and experts. For this purpose, these factors were identified and classified based on the review of sources, questions from experts, as well as referring to the area and face-to-face interviews with residents and users. In the next step, the questionnaires of paired comparisons and Likert were prepared as measurement tools and the validity of the questionnaires was confirmed based on the opinions of experts.Finally, after determining the sample size in each watershed by the Cochran formula and completing the questionnaires, using the fuzzy hierarchical analysis process and the Friedman test, indicators and sub-indices affecting the lack of sustainable public participation in the watershed management plans of the watersheds of Bushehr province were prioritized. The results showed that in all four selected watershed areas of Bushehr province, from the experts' point of view, the sub-index of "lack of training of the residents of the watershed regarding related projects and goals" with an average rank of 8.49 has the highest relative priority, and the sub-index of "lateness of watershed management projects" with an average rank of 4.06 has the lowest relative priority in the non-participation of people in watershed management projects. From the perspective of the local communities of the Kaki watershed, the sub-index of "ethnic and local differences" with an average rank of 8.77 has the highest relative priority and the sub-index of "non-use of local promoter groups" with an average rank of 4.32 has the lowest relative priority. From the perspective of the local communities of the Bushkan watershed, the sub-index of "lack of education of the residents of the basin regarding related projects and goals" with an average rank of 8.92 has the highest relative priority and the sub-index of "ignoring people's income as a direct economic incentive in the implementation of watershed management projects" with an average rank of 4.18 has the lowest relative priority.
