Several factors cause people's lack of participation in watershed management projects, the purpose of this research is to identify, classify and prioritize them in selected watershed areas of Bushehr province from the point of view of watershed residents and experts.For this purpose, these factors were identified and classified based on the review of sources, questions from experts, as well as referring to the area and face-to-face interviews with residents and users.In the next step, the questionnaires of paired comparisons and Likert were prepared as measurement tools and the validity of the questionnaires was confirmed based on the opinions of experts.Finally, after determining the sample size in each watershed by the Cochran formula and completing the questionnaires, using the fuzzy hierarchical analysis process and the Friedman test, indicators and sub-indices affecting the lack of sustainable public participation in the watershed management plans of the watersheds of Bushehr province were prioritized. The results showed that in all four selected watershed areas of Bushehr province, from the experts' point of view, the sub-index of "lack of training of the residents of the watershed regarding related projects and goals" with an average rank of 8.49 has the highest relative priority, and the sub-index of "lateness of watershed management projects" with an average rank of 4.06 has the lowest relative priority in the non-participation of people in watershed management projects. From the perspective of the local communities of the Kaki watershed, the sub-index of "ethnic and local differences" with an average rank of 8.77 has the highest relative priority and the sub-index of "non-use of local promoter groups" with an average rank of 4.32 has the lowest relative priority. From the perspective of the local communities of the Bushkan watershed, the sub-index of "lack of education of the residents of the basin regarding related projects and goals" with an average rank of 8.92 has the highest relative priority and the sub-index of "ignoring people's income as a direct economic incentive in the implementation of watershed management projects" with an average rank of 4.18 has the lowest relative priority. From the point of view of the local communities of the Samal Abkara watershed, the sub-index of "lack of attention to local forces in the implementation of projects" with an average rank of 8.8 has the highest relative priority and the sub-index of "ethnic and local differences" with an average rank of 4.25 has the lowest relative priority And from the perspective of the local communities of the Sena watershed, the sub-index of "non-use of local promoter groups" with an average rank of 8.82 has the highest relative priority and the sub-index of "low level of literacy and awareness" with an average rank of 4.27 has the lowest relative priority in the non-participation of people in watershed projects.
